I don't know. My civil engineering shop shut down because there was no money for projects because of the financial meltdown cause by elite bankers (none of them went to jail) and who benefited hugely from the Commodity Futures Modernization Act and the Community Reinvestment Act. Maybe also my skill set didn't match changing economic reality. But I think the second thing was there, too.
Note to self: start reading sig lines. They're actually quite amusing. :D
