I always say that building an AR is the best way to go. But some people can't are don't want to. Nothing wrong with that.
There are those out there that think, if your not dropping $1200 plus on a new AR then their not getting a good AR. Then there are those that think if your spending more then $800, your just wasting money. But what do you get when you buy the upper end ARs? Well you do get a few extras like QD sling points and cool furniture, but what you are really paying for is a higher quality fit and finish and a brand name.
But it really depends on what your friend's needs are. Is he going to be shooting 3 Gun matches, training for the Zombie Apocalypse, long range target shooting, home defense, plinking, hunting, SHTF or he just wants one.
Now on the lower end guns there is the Ruger and the S&W Sport. I would pick the S&W. All of Ruger's parts are not Mil-spec. Plus the S&W comes with a Magpul MBUS rear sight.
Now for the upper end guns, there are many that will fall into the $1500 range. You just have to find one that fits his needs.

Do not relish to feel what the men that used these weapons felt when they saw the elephant. For the elephant has tusk and to see him is to have his tusk dig deep into your soul. You will always have a part of you that will be cold and empty.
