Should have shot the bear.
Not out of bloodthirstiness, but some studies are starting to suggest the reason an increase in predator vs human attacks is on the rise is due to our reduction in killing predators which exhibit aggression towards humans.
Put another way, shoot the bears that demonstrate aggression towards people and over time the bear population will consist of individuals who are genetically predisposed to avoid people. Not so many photo opportunities, but less risk to people and less risk to the bears.

Completely concur. An outlying area of Anchorage was having serious bear problems a few years ago, and ADFG's hands were tied politically. Cow-orker of mine who lives down there said they quietly put out the word for the locals to take care of the problem, and they would turn a blind eye. He said for several weeks thereafter a lot of gunshots were heard, and the bear problem (at least in that area) was much reduced afterward.

Best solution I can think of is to have an open hunting season for bears. The length of the season determined by the numbers needed to fill the available habitat.

We've had quite a rash of black bear problems in Colorado this year, and a bunch have been put down, including one here in the Springs--the bear had learned to follow people into their garages, raiding fridges and freezers. It developed a taste for ice cream and M&Ms, among other things. The last straw was when it entered a home through an open window and spent the night roaming the house. The inhabitants had no idea until the next morning. I wouldn't be a bit surprised if neighbors had been feeding it.

The latest incident happened over the weekend, when a bear got into a guy's SUV up in Crested Butte. It was stuck in the car for a couple of hours, and totally demolished the interior.
