It would be pretty expensive I reckon. I had some knifemaking steel shipped here from the US last year and while that was admittedly a fairly heavy package it cost a lot. Plus the customs leeches hit me for import duty.
It was worth it because that grade of steel is very rare even in the US, it's only made to special order.
What I should do is find out where the ebay sellers in the UK are getting their borax from and source it direct.

Knives made from interesting scraps are a cool idea in general.
