People have certainly gotten missiles to miss via maneuver, but it's not really out turning the missile because the missile will always be able to pull a lot more g's - you either run the missile out of energy or you take advantage of some imperfection in the missile's sensors or guidance (missiles are dumb).

Which begs a question. Why are we going with the Brazilian turbo-prop if it will be so vulnerable?

Because it's cheap and designed to be used in relatively low anti air threat areas. It's not going to do well against a decent anti air network, but most guerilla forces don't have those.

For instance the tactic of turning into an SA-2 during the SEA Live Fire War Games. The idea was not to outmaneuver the missile so much as causing it to turn a certain way that resulted in it's gyros tumbling and going stupid, ballistic, or breaking apart

Yeah. Remember, the primary reason the A-10's engines are in such a phenomenally retarded spot is to mitigate this issue. (The secondary bonus is that it helps mask them from the ground).
