They have been doing that for at least 20 years. My mother has a cousin who lives in England. He came here 20ish years ago and paid cash to get a new knee. It would have taken 10+ years to get to his spot on the list and by then, he would have been "too old" for it to be smart to give it to him.

The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
"I believe in Freedom of Speech, but". . .
"I support the Second Amendment, but". . .
