It looks like it was a normal traffic stop and he pulled the gun before anyone knew about his associations.
And as for him being a good boy who was put up to it, how good could he have been since he was successfully put up to it? I.e. he signed on for the operation.
The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
"I believe in Freedom of Speech, but". . .
"I support the Second Amendment, but". . .
