Might be a function of the way the legal system works in that state - i.e., they have to actually file any/all potential charges they want a jury to consider, instead of automatically allowing the jury to consider so-called 'lesser included' charges.

Seriously.
How long does it take to figure out whether or not officer dipshit had a reason to shoot that woman? If he doesn't have one, that's game, set, match. The fact that he wasn't following the police reporting procedures and providing a statement should be a freaking clue that, maybe, just maybe, he did something wrong.
I think the police department finally got around to firing his ass today, too.

I stand by what I said earlier.
How in the how in the actual realm of competence did it take that prosecutor so long to make a decision? They knew right away that he shot that woman and the fact he refused to explain why is an indicator that he didn't have a good reason.
A better question is why in the actual realm of responsible government did it take the police department so long to fire this dipshit? If he won't give a statement, he's in violation of MPD's reporting policy. This discharge of a firearm is in violation of MPD's Firearms Policy.
It's probably because he's a damn wog.
