California Spree Shooting

I haven't seen a thread on the recent spree shooting in California. Apparently, authorities are claiming that he used a ghost gun.
The screaming and gunfire coming from Kevin Neal's blue mobile home last week was so disturbing that Jayne Barnes-Vinson called the Tehama County Sheriff's Office to complain.
Court records show that neighbors continued to complain about gunfire and other problems with Neal for much of the year.
"I am aware of incidents where neighbors reported shots coming from that residence. Every time we responded, we would try to make contact with Mr. Neal," Johnston said. "He was not law enforcement friendly. He would not come to the door."

And in this story, the sheriff blames ghost guns for this.
"The more restrictive the laws become for people to purchase firearms, we're going to see those criminal elements build their own," Tehama County Assistant Sheriff Phil Johnston said. "That's what they do."
That's kind of rich when his department didn't actually bother to investigate the crimes beyond a consensual contact.

Apparently, he was out on bail, too.
Johnston declined to identify the shooter until his relatives were notified, but he confirmed the gunman was charged with assault in January and had a restraining order placed against him. The district attorney, Gregg Cohen, told the Sacramento Bee he is prosecuting a man named Kevin Neal in that case.
She and her father, who is president of the homeowners association, said neighbors would complain to the sheriff’s department, which referred the complaints back to the homeowners association.

And as a condition of his bail, he was supposedly prohibited from possessing firearms. But apparently the two pistols involved "belonged" to and were registered to his wife. At least one of the pistols was apparently purchased in NC in 2009. Having lived in NC at that time, I know that the Tarheel State required pistol purchasers to obtain a permit to purchase from the county sheriff. Might be interesting to see whose name was on that permit.

I have yet to see anything on whether his home-built/assembled ARs were built on stripped lowers, if he finished 80% lowers and used those, machined his own lowers, or something else.

Some questions for anyone familiar with PRK laws:

1) Can stripped AR lowers be legally purchased in the PRK?

3) Are non-serial numbered, home built guns legal, or does the law require serial numbers and registration?

Yes they can. They just have to comply with the California bullshit.

Yes. They're ghost guns and you can buy them from a gentleman by the name of Leland Ye.

Of course violent crazy man released on bail commits spree killing doesn't have the same ring as "Ghost Gun."

And which would provide a means to out-flank the PRK "assault weapon" ban - buy the stripped lower in the PRK, complying with all the rules, then buy the normal parts and assemble them. I know most internet retailers won't sell mags to CA addresses, but I have no idea about other non-PRK compliant parts. Of course, there's nothing to stop him from going to another state (and his mother, who put up his bail money, lives in NC) and paying cash.

Or "Gun control laws fail, again." Because I though the PRK had a law for going and confiscating guns from prohibited persons.
