So this was the "Catch-22":

1. Anyone who is not a felon needs to register their handgun.

2. Failing to register a handgun will make the non-felon subject to felony arrest and imprisonment.

3. However, a felon is not required to register their handguns.

If you get that logic, you must be a liberal.
I understand that logic, but that doesn't make it any less retarded.

There's a 1968 US Supreme Court case about that called Haynes v. the United States and the court held that convicted felons cannot be prosecuted for failing to register their guns.
