It reminds me of some low integrity Quality Engineer tricks for supplier mgmt and inventory reduction all filed under the heading of "Inspect to Reject."
There's all sorts of games played by some low integrity companies. In order for buyers to reduce excess parts/raw material inventory they'll dig into previously accepted inventory to find cause for rejecting perfectly good material in order to get RMA's and terminate previously committed orders. By hook or by correct they've got to get that material off the books for qtrly or annual financial reports.

There's a way to stop such abuses. Uhhhh...I guess I'm confused Aesop, so you're going to have to spell it out for me. He used the correct word affluent (as opposed to effluent), and cosmopolitan can be a synonym for cultured or sophisticated...so I guess I'm not picking up what you're putting down.

I just read a good portion of the new law and it does not seem all that different from the long standing FL law that is known as the Baker Act in what it takes to actually get it done...

Anyone's going to have a tough job selling the KC area as "cosmopolitan".
Affluent? Fine.
Middle America? Sure.
Salt of the earth folks? Certainly.
But cosmopolitan? Only compared to Little Rock, Tulsa, or Topeka. Or maybe Bakersfield.
