It's purely instrumental. For a purpose.
Because his side is, in a million different ways large and small, better set up to cheat (and as a perversely brilliant bonus, they've arranged so they can use taxpayer money to PAY for the cheating). And this idea will not only encourage cheating, it will make it expected and required.

If all those republicans that stayed home rather than vote for McCain had been forced to vote...
Wasn't it the republicans that pushed for a presidential term limit because of FDR. Then were not so happy when they couldn't keep re-electing Reagan?
