It was Cash's objection to politicizing music back in the 1960's IIRC.

It's from the album "Everybody Loves a Nut" and the song is called "The One on the Right was on the Left". Written by Jack Clements.
I used to have that album, back when we dodged velociraptors on the way to school.
The chorus was (which changed on the last line after every verse)
