There was a text-only DOS game I'd really love to get my hands on again, if I only I could remember it. All searches have failed me. Anyway, here goes:
It's 100% text. Turn-based, where you choose the number of opponents and their general behavior (peaceful to aggressive). Each turn you select the percent who may emigrate and immigrate, the tax rate, and how much money to put into military, agriculture, social services, and so on. You can also set levels for the military for the different services in many ways, and then of course attack or defend.
It was quite a brilliant little game, but - alas - I've had no luck finding it. Any help would be spectacular.

And may I say, from a moral point of view, I think there can be no justification for shoving snack cakes up your action.

I can't help! But I have been known to use a DOS floppy to scrape frost from my windshield. They work rather well and flex nicely to match the curve of the glass.

the problem is, you have roughly described every turn based strategy game ever made...
i probably had 3 or 4 different versions of a game you just described back in the late 1980s... there is absolutely no telling what one might have been called...

Was it freeware or shareware or retail? What approximate year was it released?

Freeware. It came on a 3 1/2" rather than floppy, but I don't know the year.
And may I say, from a moral point of view, I think there can be no justification for shoving snack cakes up your action.

There have been games like that since the 1960s on mainframes. The one I used to play on a CDC Cyber at UNLV was called "Hammurabi"; I don't recall the hostility index parts in that version. You would allocate grain, tasks for people to do (clear land, plant crops, sanitation, etc), create and expand an army, provide3 services, collect taxes, disburse 'grain' to feed the populace, etc.
Sorry, no idea what a DOS version might have been called; I've been averse to MSDOS and other Microsoft products since 1982 due to all the fun I had making the stinking things work.

There are tons of websites devoted to dos gaming. Get DosBox and have fun. I recently downloaded about 20 dos games from my youth.

Sorry 'bout that! I just always called 3 1/2s by that name, and the 5 1/4s "floppies" because, well, they flop! Ah, the days when 1.44mb was HUGE! Oh, and thanks for the links!
